Disaster Early Warning System is a comprehensive system that includes two main components, namely:

Upstream, the mechanism of data collection equipment placed on the
ground, sending data to the central data processing, data analysis and
process information, to the delivery of early warning to the authorities
and the whole community. Upstream
activities is very full of technology, ranging from monitoring
earthquakes, sea level, telecommunication systems, transmission and
processing of data, information and communication systems;

Downstream, another part of the Disaster Early Warning System, which
govern how the delivery of this early warning to local authorities and
communities, how the relationship between central and local governments
in the delivery of early warning and how the readiness of all parties,
both at the center, in the region and in the community in following up this early warning. Coverage
of these downstream activities ranging from mitigation, preparedness,
and responsiveness and capacity building (institutions, communities, and
individuals) in responding to disaster early warning in accordance with
the procedure Fixed Early Warning System to the readiness of the
community itself in response to the system.
